我国环境保护督查体系分析

【摘要】：环保督查是一项重要的环境管理制度,我国目前形成了"1项核心责任+3个督查层面+1个重要载体+8种压力传导机制"的环保督查体系与"中央-部委-地市级及以下"自上而下的环保约谈体系,监督地方政府履行环境保护职能。文章阐述了我国环保督查体系的总体框架,总结了环保约谈、中央环保督察、部长专项督查、例行性督查等的特点和现状,提出了统筹环境保护督查制度和环境保护考核检查、领导干部环境损害责任追责等制度,深化"党政同责"和"一岗双责"实践,推动独立的第三方党政环境绩效评估制度等对策建议,为环境保护督查提供政策支持。
[Abstract]:Environmental supervision is an important environmental management system, At present, China has formed the environmental protection supervision system of "one core responsibility, three supervision levels, one important carrier and eight kinds of pressure conduction mechanism" and the top-down environmental protection interview system of "central-ministerial-prefectural level and below". To supervise local governments to perform environmental protection functions. This paper expounds the general framework of environmental protection supervision system in China, summarizes the characteristics and present situation of environmental protection interview, central environmental protection inspector, minister special supervision, routine supervision, etc., and puts forward the overall environmental protection supervision system and environmental protection examination and inspection. In order to provide policy support for environmental protection supervision and inspection, the system of leading cadres' responsibility for environmental damage, deepening the practice of "the same responsibility of party and government" and "one post and two responsibilities", and promoting the independent third party and government environmental performance evaluation system, etc.
