【摘要】：科技资源是科技人力、财力、物力、信息及科技组织要素及其相互作用的总和。任何一个区域的科技资源均具有稀缺性,不能无成本获得,其数量与质量依赖于区域的经济发展。同时,稀缺的科技资源需要结合区域的经济发展的特点,进行配置,才能有效推动该区域科技工作的开展和科技成果的产业化。为了形成区域科技与经济的良性循环,本论文在研究了科技资源配置的理论基础上,结合陕西省科技厅的相关报告,剖析省科技资源配置模式。得出以下主要结果： (1)陕西省应建立符合市场需求规律的科技资源配置制度,即构建政府引导型的科技资源市场配置模式。 (2)陕西省应加强财政补贴、减免税收等政策吸引民间其它资源成为科技资源、并通过加强资源共享相对扩大科技资源的数量,同时加强科技资源配置的监管。 (3)陕西省应将科技资源集成与整合,尽快使研发机构运作、科研组织、科技经费分配和科技成果市场化。科技资源合理配置是区域经济发展的主要动力之一,陕西省科技资源配置应突破科技资源配置的障碍,以地方为依托,以企业和科研机构为共同主体,以市场为导向,实现科技创新与经济建设的良性循环,促进陕西省经济社会又好又快的发展。
[Abstract]:Science and technology resources are the sum of science and technology manpower , financial resources , material resources , information and scientific and technological organizational factors and their interactions . The science and technology resources in any region are scarce and cannot be obtained without cost . The quantity and quality of science and technology depend on the economic development of the region . At the same time , the scarce scientific and technological resources need to combine the characteristics of regional economic development , so as to effectively promote the development of science and technology work in the region and the industrialization of scientific and technological achievements . In order to form a virtuous circle of regional science and technology and economy , this paper analyzes the pattern of provincial science and technology resource allocation based on the research of the theory foundation of science and technology resource allocation , and concludes the following main results : ( 1 ) Shaanxi Province should establish a system of scientific and technological resources allocation which accords with the market demand law , that is , to construct the government - led technology resource market allocation model . ( 2 ) Shaanxi Province should strengthen fiscal subsidy , tax relief and other policies to attract folk other resources to become scientific and technological resources , and strengthen the supervision of the allocation of scientific and technological resources by strengthening the resource sharing and expanding the quantity of scientific and technological resources . ( 3 ) Shaanxi Province should integrate and integrate science and technology resources , so as to make the research and development institutions operate , scientific research organizations , scientific and technological funds distribution and the marketization of scientific and technological achievements as soon as possible . The rational allocation of science and technology resources is one of the main power of regional economic development , and the allocation of science and technology resources in Shaanxi Province should break through the obstacles of the allocation of science and technology resources , relying on the local basis , taking the market as guidance , realizing the virtuous circle of scientific and technological innovation and economic construction , and promoting the economic and social development of Shaanxi Province .
