重庆区县科技进步水平评价分析及对策研究
[Abstract]:Scientific and technological progress is the key factor of a country or region's comprehensive competitiveness, the decisive factor of economic development, the soul of human social progress, the important support of national strength and the strategic resources of development. It is very important for a country or region to grasp the level and situation of scientific and technological progress and adopt corresponding policies and measures. Scientifically monitoring the level of regional scientific and technological progress and deeply analyzing the monitoring results can provide a decision reference for the development of regional scientific and technological progress, thus improving the overall level of science and technology and promoting economic and social development. According to the needs of the scientific and technological development management, evaluation and decision-making of Chongqing, and the development of the level of scientific and technological progress in Chongqing and its counties, this paper studies and modifies the original statistical monitoring system and model of Chongqing's scientific and technological progress. Using the new statistical monitoring system of scientific and technological progress in Chongqing district and county, this paper makes a statistical monitoring and evaluation of the scientific and technological progress in Chongqing in 2011. The gap analysis of the monitoring and evaluation results shows that there is a gap in the level of scientific and technological progress in Chongqing district and county, and the average level of scientific and technological progress in the district level is higher than that in the county level. The average level of scientific and technological progress in the one hour economic circle is higher than that in the northeast wing of Chongqing and the southeast wing of Chongqing. The results of monitoring and evaluation of one circle and two wings counties are analyzed by cluster analysis, and the conclusions are as follows: there are differences in the level of science and technology progress between one circle and two wings; The DEA method is used to analyze the efficiency of scientific and technological progress in one circle and two wings. The conclusions are as follows: Fuling District, Dadukou District, Wansheng District, Banan District, Yongchuan District, Tongnan County, Rongchang County, Bishan County, Zhongxian County and Shizhu County have low scientific and technological progress efficiency. Fuling District, Dadukou District, Wansheng District, Bannan District, Yongchuan District, Tongnan County, Rongchang County, Bishan County, Jiulong Slope District, Beibei District, Liangping County and Zhongxian County are all at the stage of increasing scale income. The development of science and technology in Bishan County and Shizhu County is effective in technology but not in scale, while that in Zhongxian is scale efficiency rather than technical efficiency. Based on the grey comprehensive correlation analysis of the data of science and technology investment and economic growth in Chongqing from 2005 to 2010, it is concluded that the investment in science and technology in Chongqing district and county can promote economic and social development. The investment of science and technology manpower is more important to the economic and social development than the investment of science and technology. The enterprise is the main body of the investment of science and technology, and the investment of science and technology of colleges and universities has the most remarkable effect on the economic and social development of Chongqing. Finally, on the basis of the analysis of the level of scientific and technological progress in Chongqing districts and counties, and according to the existing problems in the development of science and technology in Chongqing districts and counties, it is proposed to enhance the public awareness of scientific and technological progress. Perfecting the service system of scientific and technological development to improve the environment of sustainable scientific and technological progress and increase the investment of R & D personnel and funds.
