【摘要】：正"常人政治"时代的领导者就执政方式而言也是"常人议政",即普通公众按照一定的民主程序参政议政,实现对公共权力的制约。一方面,它打破了"伟人政治"、"强人政治"对个人权威的崇拜,顺应了现代民主政治的要求;另一方面,"常人政治"时代的领导权威较"伟人政治"时代会有一定的弱化,从而影响了其对公众的吸引力和号召力。一些地方党政领导干部和强势部门的领导,对这一历史性的转变还缺少认识和自觉,仍然迷恋
[Abstract]:The leaders of the times of "ordinary people politics" are also "ordinary people discussing politics", that is, the ordinary public participate in politics according to a certain democratic procedure, and realize the restriction of public power.
