三国集团中“空降兵”与“地方军”的相处之道

【摘要】：正在我国现行的政治体制中,根据职务回避的相关规定,地方的党政一把手和组织部长不能由本辖区人员担任,下属职能部门负责人则大多是本地人员。换言之,就是一方是"空降兵",另一方是"地方军"。同样,三国时期,曹魏、蜀汉、孙吴三大集团基本上也都是外来政权,"空降兵"与"地方军"的相处问题是其政治生活中的重要课题。三大集团在这一问题的处理上,可以给今人一些参考和启示。
[Abstract]:In the current political system of our country, according to the relevant provisions of post avoidance, the local party and government leaders and organization ministers can not be held by the personnel of their own jurisdiction, while the heads of subordinate functional departments are mostly local personnel. In other words, one side is airborne and the other is "local army." Similarly, during the three Kingdoms period, Cao Wei, Shu Han and Sun Wu were basically foreign regimes, and the problem of getting along with the "local army" was an important issue in their political life. The three major groups in the handling of this problem, can give some reference and inspiration to today.
