【摘要】:长期以来,山东省经济发展水平走在全国前列,但在社会管理与社会治理方面,相对于广东、上海、浙江等东部沿海发达地区仍然有较大距离。山东省第十次党代会提出了实现"由大到强"转变,提前全面建成小康社会的奋斗目标。实现"由大到强"转变需要经济结构的转型调整,也有赖于需要社会治理的创新发展。而加强青少年事务社会工作人才队伍建设,既是解决青少年群体成长发展问题、促进全省青少年健康成长的重要举措,也必将会对全省各领域社会工作发展以及社会治理创新产生极大推动作用。近年来,山东省青少年社会工作人才队伍建设成效显著,专业人才队伍规模不断扩大,民间社工机构和社会组织蓬勃发展,青少年事务工作阵地建设日益完善,特别是随着相关政策的出台,社会各界对青少年事务社会工作及其队伍建设的关注程度有所提升,支持和保障力度逐步加强,政府主导、共青团统筹、社团运作、多方参与的运行模式逐渐成型。但从全省层面看,也仍然存在诸如政策制度不健全、岗位职责不明确、专业化水平不强、社会氛围不浓厚等突出问题,使得整体发展水平与山东经济文化强省建设的要求存在较大差距。为此,本文借助问卷调查和实地考察相结合的方式,深入调研了解了当前山东省青少年事务社会工作人才队伍情况,研究分析山东省青少年事务社会工作人才队伍建设现状和存在问题,通过对调研情况的分析,运用相关理论,借鉴外部经验,结合我省实际,在已有工作基础上,重点从公共事务管理、人力资源管理和"第三部门"的视阈下研究提出了对策建议。论文提出,要积极转变政府职能,科学统筹规划,加强认知宣传,建设并发挥行业协会作用,加快构建新型工作格局;要加强岗位设置、加大培养力度、完善考核评价、畅通发展渠道,科学做好队伍建设的人力资源开发;要发挥共青团示范带动、联系协调、培育孵化的枢纽型社会组织功能,发挥其联系党政、统筹资源、协调各方的优势,推动山东省青少年事务社会工作人才队伍建设健康快速发展。
[Abstract]:For a long time, the level of economic development in Shandong province at the forefront of the country, but in the social management and social governance, compared to Guangdong, Shanghai, Zhejiang still has large distance from the eastern coastal developed areas of Shandong province. And strengthen youth affairs social work team construction, is to solve the development problem of youth growth, an important measure to promote the province's youth healthy growth, but also will produce a great role in promoting the province's social field the development and innovation of social governance. In recent years, the construction of social work talents of Shandong Province youth significantly, professional team continues to expand the scale, The vigorous development of private social service organizations and social organizations, youth affairs construction is increasingly perfect, especially with the introduction of relevant policies, the degree of attention from all walks of life and youth affairs social work team construction has the promotion, support and protection efforts to gradually strengthen, the government, the Communist Youth League and the operation of the club, participating in the operation mode gradually but from the perspective of forming. Also, there are still such as the policy system is not perfect, the post responsibility is not clear, professional level is not strong, social atmosphere and other outstanding issues, so that the overall level of development of Shandong economy and the construction of cultural province requirements there is a big gap. Therefore, by means of questionnaire and on-the-spot investigation combination the way, in-depth investigation and understanding of the current youth affairs social work personnel in Shandong Province, analysis of youth affairs in Shandong Province The present situation and the problems of construction of social work personnel, through the analysis of the research situation, the use of relevant theories, reference external experience, combined with our province, based on the previous work, the focus from the public affairs management, human resource management and the "third sector" from the perspective of the research and puts forward some countermeasures and suggestions. We should actively the transformation of government functions, scientific planning, strengthen awareness, build and play the role of industry associations, speeding up the construction of a new work pattern; to strengthen the post setting, strengthen training, improve the evaluation, smooth development channels, good scientific human resources development team construction; the Communist Youth League to play a demonstration, coordination, cultivation incubation function hub type social organization, its contact Party, co-ordination of resources, coordinating all the advantages, promote the construction of youth affairs social work personnel health in Shandong Province Rapid growth.
