【摘要】：我国城乡基本公共服务非均等化问题依旧突出。城乡发展不均衡的总体态势没有彻底改变,乡村仍无法有效留住并吸纳优秀人才,这对城乡基本公共服务均等化建设提出了更高的要求。人才的双向流动可以优化城乡人口结构,为农村注入新鲜的科技血液,同时缓解城市的就业压力,是我国城镇化建设的必然选择。实现人才的双向流动,需要以均等的城乡公共服务为保障。只有营造良好的公共服务环境,平衡城乡资源,才能吸引更多的人力资源扎根乡村,推动农村经济发展。本文以人才的优化配置为导向,论述了均等化的公共服务对优秀人才的反磁力作用,分析了目前城乡基本公共服务均等化进程中存在的制度障碍,最后从教育、财政制度等方面给出了均等化的实现路径。
[Abstract]:The problem of non-equalization of basic public services between urban and rural areas is still prominent. The overall situation of urban and rural development imbalance has not been completely changed, rural areas still can not effectively retain and absorb talented people. This puts forward higher requirements for the construction of equalization of basic public services in urban and rural areas. The two-way flow of talents can optimize the urban and rural population structure, inject fresh scientific and technological blood into the countryside, and alleviate the employment pressure in the city. It is the inevitable choice of urbanization construction in our country. To realize the two-way flow of talents, it is necessary to take equal urban and rural public services as the guarantee, only to create a good public service environment and balance urban and rural resources. In order to attract more human resources to take root in the countryside and promote the rural economic development, this paper discusses the anti-magnetic effect of the equalization of public service on the outstanding talents, guided by the optimal allocation of talents. This paper analyzes the institutional obstacles in the process of equalization of basic public services between urban and rural areas, and finally gives the way to realize equalization from the aspects of education and financial system.
