美国社区服务中人力资源配置模式探析

【摘要】：正美国在社区管理、服务和发展方面有比较成熟的经验,很大程度上得益于其完善的社区人力资源配置模式。社区是特定的人的集合体,在社区中,凡是那些将自身价值投入社区管理、服务和发展活动中的人或人群都可以被视为社区人力资源。人力资源的配置过程包括人力资源规划、获取、开发以及纪律与惩戒等职能活动。美国社区服务中的人力资源配置模式包含三个层次,即价值层面的竞争与融合、制度层面的发展创新和人力资源主体之间分工与合作关系的变化。
[Abstract]:The United States has more mature experience in community management, service and development, largely thanks to its well-developed community human resource allocation model. Community is a collection of specific people, in the community, People or groups of people who invest their value in community management, service and development activities can be regarded as community human resources. The human resource allocation process includes human resource planning, acquisition, The human resource allocation model in American community service consists of three levels: competition and integration of value level. The development innovation of system level and the change of division of labor and cooperation between human resource subjects.
