劳动者终身职业培训体系:框架设计与建设策略

【摘要】:基于我国职业培训政策的形成过程和理论逻辑,构建劳动者终身职业培训体系应遵循与经济社会发展要求相适应、与现有学校教育形式相衔接、满足劳动者多样化培训需求以及符合职业培训活动内在规律四项原则。劳动者终身职业培训体系可分为需求侧与供给侧两端,包括需求分析体系、培训供给体系、技术支撑体系和培训实施体系四个子系统。加快劳动者终身职业培训体系构建进程,应统筹解决构建方法与技术路线问题,持续拓展建设内涵与建设层次,整合职业培训资源,扩大社会各方面的参与。同时,要加强法律规制建设,及时解决相关衍生问题,不断创新建设体制与机制。
[Abstract]:Based on the formation process and theoretical logic of the vocational training policy in China, the construction of lifelong vocational training system for laborers should conform to the requirements of economic and social development, and link up with the existing forms of school education. Meet the diversified training needs of workers and meet the four principles of the inherent law of vocational training activities. The lifelong vocational training system can be divided into demand-side and supply-side, including four subsystems: demand analysis system, training supply system, technical support system and training implementation system. In order to speed up the construction process of lifelong vocational training system for laborers, we should solve the problem of construction method and technical route as a whole, continuously expand the connotation and level of construction, integrate vocational training resources, and expand the participation of all aspects of society. At the same time, we should strengthen the construction of legal regulation, solve the related problems in time, and constantly innovate the system and mechanism.
