全国健康教育专业机构从业人员变化趋势分析

【摘要】：目的分析2008—2013年全国各级健康教育专业机构人员构成变化趋势,为各级卫生计生行政部门开展健康教育专业机构人才队伍建设提供参考。方法收集2008—2013年全国健康教育统计报表数据,从性别、年龄、学历、人员编制数、工作经费等方面分析人员队伍的变化情况。结果截止2013年底,全国共有健康教育人员编制9092人,健康教育人员与服务人群比例为6.7人/100万人,远小于疾控中心的175人/100万人。6年来,全国健康教育专业机构编制数、性别和年龄构成无明显变化,健康教育人员学历结构有所优化,大学本科比例从2008年的28.06%上升到2013年的40.52%,硕士和博士比例从2008年的3.74%上升到2013年的4.92%,但总体仍以大学专科及以下学历为主。健康教育专业机构工作经费逐年上升,与2010年相比,2013年工作经费增长了45.91%。结论全国健康教育专业机构人员数量不足,人员学历水平有所升高,工作任务逐年加大,应加强健康教育人才队伍建设,提高各级专业人员的综合素质。
[Abstract]:Objective to analyze the changing trend of personnel composition of health education professional institutions at all levels in China from 2008 to 2013, and to provide a reference for the development of personnel ranks in health education professional institutions by health and family planning administrative departments at all levels. Methods the data of national health education statistics from 2008 to 2013 were collected to analyze the changes of the staff from the aspects of sex, age, educational background, staffing, work expenses and so on. Results by the end of 2013, there were 9092 health education personnel in China, and the ratio of health education personnel to service population was 6.7 / 1 million, which was much smaller than that of the center for disease control and prevention. The composition of gender and age has not changed significantly, and the educational structure of health education personnel has been optimized. The proportion of undergraduate students rose from 28.06 percent in 2008 to 40.52 percent in 2013, and the proportion of master's and doctoral degrees rose from 3.74 percent in 2008 to 4.92percent in 2013. The working expenses of health education professional institutions are increasing year by year, compared with 2010, the work expenses increased by 45.91% in 2013. Conclusion the number of personnel in national health education professional institutions is insufficient, the educational level of personnel has been raised, and the work tasks have been increased year by year. The construction of health education talents should be strengthened, and the comprehensive quality of professionals at all levels should be improved.
