美国国家应急医疗救援体系的建设与启示

【摘要】：本文介绍了"9·11事件"前后美国国家应急医疗救援体系的建设历程,总结了美国应急医疗救援的国家反应框架以及协调部门、支持部门在国家反应框架中的职责,系统梳理了美国国家灾难医疗救援系统的组织结构、核心功能、核心要素及其运行机制。美国国家灾难医疗系统由国家灾害医学救助队伍、协议医院系统、联邦协调中心和空中医疗后送系统四种核心要素组成,实现了院外医疗应急、病人转移和终端医疗三项核心功能。本文最后从法律体系建设、管理体制协同和人力资源保障三个方面总结了美国国家应急医疗救援体系的启示。
[Abstract]:This paper introduces the construction process of the national emergency medical rescue system in the United States before and after the 9 / 11 incident, and summarizes the national response framework of the emergency medical rescue in the United States and the responsibilities of the coordinating department and the supporting department in the national response framework. This paper systematically combs the organizational structure, core functions, core elements and operating mechanism of the National disaster Medical Rescue system in the United States. The National disaster Medical system in the United States is composed of four core elements: the National disaster Medical Assistance team, the agreed Hospital system, the Federal Coordination Center and the Air Medical evacuation system, which realizes out-of-hospital medical emergency. There are three core functions of patient metastasis and terminal medical treatment. Finally, this paper summarizes the enlightenment of the national emergency medical rescue system in the United States from three aspects: the construction of the legal system, the coordination of the management system and the guarantee of human resources.
