【摘要】：产业治理机制对区域产业链升级与发展产生重要影响。文中首先运用分形理论对复杂价值链体系进行解构,发现区域产业链在全球价值链与企业价值链之间扮演着传导全球治理机制与制约企业价值运作的双重角色。然而,与全球价值链治理机制不同的是,区域产业链同时受到来自私人治理与公共治理的双重影响,进而形成独特的区域产业链双重治理机制。文章在系统讨论区域产业链4种治理情境基础上,以奶制品产业为例深入展开国内食品安全问题分析。研究表明,国内食品产业处于双重治理缺失情境,典型的表现为公共食品安全标准过低与企业食品质量标准不足。这种双重缺失的交互作用,必将导致国内食品安全事故频发以及食品产业分化,最终可能引起食品产业安全问题。文章最后指出,提升公共食品安全管理标准,充分发挥食品产业内部私人治理机制作用,在此基础上建立国家食品产业安全风险评估与监控管理体系,是解决国内食品安全问题的根本所在。
[Abstract]:Industrial governance mechanism has an important impact on the upgrading and development of regional industrial chain. Firstly, fractal theory is used to deconstruct the complex value chain system. It is found that regional industrial chain plays a dual role in conducting global governance mechanism and restricting enterprise value operation between global value chain and enterprise value chain. However, it is different from global value chain governance mechanism. The regional industrial chain is influenced by both private and public governance, and then forms a unique dual governance mechanism of regional industrial chain. This paper discusses four governance situations of regional industrial chain. Taking the dairy industry as an example, the domestic food safety problems are deeply analyzed. The research shows that the domestic food industry is in the situation of double governance. The typical manifestation is that the public food safety standard is too low and the enterprise food quality standard is insufficient. This double lack of interaction will lead to frequent food safety accidents and food industry differentiation. Finally, the article points out that to improve the management standards of public food safety and give full play to the role of private governance mechanism within the food industry. On this basis, the establishment of the national food industry safety risk assessment and monitoring management system is the fundamental to solve the domestic food safety problems.
