我国环境审计实施的障碍与对策

【摘要】：审计署在《2008年至2012年审计工作发展规划》中明确提出:着力构建符合我国国情的资源环境审计模式,并到2012年,所有审计项目都开展绩效审计。从目前来看,我国政府环境审计集中在环境保护资金审计和合法性审计上,重在审计相关财务收支的真实性、合法性。随着环境污染的加剧,对环境管理的要求越来越高,政府审计监督、评价、鉴证环境管理责任的范围也越来越广,环境审计的内容将会受到更多的关注和探讨。
[Abstract]:In the Audit Development Plan from 2008 to 2012, the Audit Office clearly proposed that we should focus on building a resource and environment audit model in line with the national conditions of our country, and that by 2012, all audit projects will carry out performance audits. From the current point of view, our government environmental audit focuses on the audit of environmental protection funds and legitimacy audit, focusing on the authenticity and legitimacy of audit related financial revenue and expenditure. With the aggravation of environmental pollution, the requirements for environmental management are getting higher and higher, and the scope of government audit supervision, evaluation and verification of environmental management responsibility is becoming more and more extensive. The content of environmental audit will receive more attention and discussion.
