地方政府财政竞争行为如何影响省际资本流动

【摘要】：中国式财政分权体制激励了地方政府采取财政竞争的方式,以争夺区域外的流动资本。利用1995—2014年省级面板数据,分析了地方政府财政竞争行为对省际资本流动的影响。研究结果表明,一味地增加本地区财政支出并不能起到招商引资的效果,只会对周边地区产生微弱的正向溢出效应,社会民生领域的财政支出才是地方政府支出竞争的关键所在。财政收入增加对资本流入有显著的负面影响,但适当增加非税收入会少量促进资本净流入。因此,通过财政竞争手段吸引国内资本是不可行的,应该强调市场机制在资源配置过程中的决定性作用,调整财政收支结构和地方官员考核机制。
[Abstract]:The Chinese fiscal decentralization system has encouraged local governments to adopt fiscal competition in order to compete for the flow of capital outside the region, using the provincial panel data from 1995 to 2014. This paper analyzes the influence of local government fiscal competition on provincial capital flow. The results show that blindly increasing local fiscal expenditure can not attract investment. Only the weak positive spillover effect on the surrounding areas, the social and livelihood areas of fiscal expenditure is the key to local government expenditure competition. The increase of fiscal revenue has a significant negative impact on capital inflows. Therefore, it is not feasible to attract domestic capital by means of fiscal competition, and the decisive role of market mechanism in the process of resource allocation should be emphasized. We will adjust the structure of fiscal revenue and expenditure and the mechanism for assessing local officials.
