广州都市型现代农业补贴政策研究

【摘要】：近年来,集多功能于一体的都市型现代农业得到迅速发展,城乡一体化的进程不断加快,得益于快速发展的工业化与城市化。区别于第二、第三产业,农业具有弱质性,政府通过采用农业补贴手段对其进行大力扶持,保障农业的国民经济基础地位。现阶段的农业补贴政策仍然向农业的经济功能倾斜,生态环境保护、农业的社会功能等方面的补贴极不完善。伴随着城市性质和功能的变化,广州市的农业逐步向集生态绿色农业、观光休闲农业、高新科技现代农业等多功能于一体的都市现代农业转变,农业功能的多样性要求农业补贴政策应灵活变化。广州作为我国一线城市,以农业多功能性为理论依据,对其都市型现代农业补贴政策展开探讨极具代表意义与推广价值。本文以广州都市现代农业补贴政策为讨论对象,经过文献阅读、问卷调研、资料收集等方法分析了广州都市现代农业补贴政策的实施现状、存在问题与相应对策。研究发现,广州现行的农业补贴政策的实施,对推动农民增收,促进农业经济发展发挥了积极的作用。但也存在一些问题,例如补贴结构单一,不能为都市现代农业的多功能性服务;农业补贴法制不健全,政策的稳定性和权威性不足;农业补贴政策成效减弱,促粮增产效果不明显等问题制约其都市现代农业的发展。对于当前存在的不足,参考国内外相关做法,本文对构建广州都市型现代农业补贴政策体系提出调整与完善的对策建议。
[Abstract]:In recent years, urban modern agriculture with multi-function in one has been developed rapidly, and the process of urban-rural integration has been quickened continuously, which has benefited from the rapid development of industrialization and urbanization, which is different from the second, tertiary industry, and agriculture is of weak quality. The government has vigorously supported it by means of agricultural subsidies to ensure the basic position of the national economy of agriculture. At the present stage, the agricultural subsidy policy is still inclined to the economic function of agriculture, and the ecological environment is protected. Along with the changes in the nature and function of the city, Guangzhou's agriculture is gradually turning to eco-green agriculture, sightseeing and leisure agriculture. The variety of agricultural functions requires flexible changes in agricultural subsidy policies. Guangzhou, as a first-tier city in China, is based on the theory of agricultural versatility. It is of great significance and value to popularize the urban modern agricultural subsidy policy. This paper takes the modern agricultural subsidy policy of Guangzhou city as the object of discussion, through literature reading, questionnaire investigation, This paper analyzes the present situation, existing problems and corresponding countermeasures of the implementation of modern agricultural subsidy policy in Guangzhou, and finds out that the implementation of the current agricultural subsidy policy in Guangzhou can promote the increase of farmers' income. But there are also some problems, such as the single structure of subsidies, which can not serve the multifunction of modern urban agriculture, the imperfect legal system of agricultural subsidies, and the lack of stability and authority of policies. The effectiveness of the agricultural subsidy policy is weakened, and the effect of increasing grain production is not obvious. The development of modern agriculture in the city is restricted. For the current deficiencies, reference is made to the relevant practices at home and abroad. This paper puts forward some suggestions to adjust and perfect the policy system of modern agricultural subsidy in Guangzhou.
