中国经济发展的阶段性与财政政策调控

【摘要】：经济发展阶段是科学制定财政政策的重要前提和基本要求,随着中国经济进入新常态,将对财政政策调控产生显著影响。本文通过分析四个不同经济发展阶段生产要素特征的变化,全面、系统分析其与财政政策之间的内在逻辑关系。经济发展新常态下的财政政策调控要突出重点,从支持供给侧结构性改革的角度看,要重点支持促进人力资本积累,着力加大对市场主体创新的鼓励和支持,着力营造良好市场竞争环境,为市场高效配置生产要素创造外部条件。
[Abstract]:The stage of economic development is an important prerequisite and basic requirement for the scientific formulation of fiscal policies. As China's economy enters the new normal, It will have a significant impact on the regulation and control of fiscal policy. This paper analyzes the changes in the characteristics of factors of production in four different stages of economic development. The internal logical relationship between fiscal policy and economic development is systematically analyzed. In the new normal state of economic development, fiscal policy regulation and control should be emphasized, and from the point of view of supporting supply-side structural reform, the emphasis should be placed on promoting human capital accumulation. We should pay more attention to encourage and support the innovation of the main body of the market, create a good market competition environment, and create external conditions for the efficient allocation of production factors in the market.
