我国现行粮棉支持政策的对比研究

【摘要】：近年来,国家出台了一系列鼓励粮食生产的财政补贴政策,主要包括粮食直补、农资综合补贴和粮食生产大县奖励等,增加种粮农民收益,提高地方政府和农民发展粮食生产的积极性,确保国家粮食安全。棉花是仅次于粮食的重要农作物,为促进棉花产业发展,近年来,国家通过采取良种补贴、农机具购置补贴、国家储备调节等措施,多渠道入手,提高农民种棉积极性。本文通过对比研究粮棉支持政策,分析现行棉花支持政策的优缺点,最后就改善棉花支持政策提出建议。
[Abstract]:In recent years, the state has introduced a series of fiscal subsidy policies to encourage grain production, mainly including direct subsidy for grain, comprehensive subsidies for agricultural materials and incentives for grain production in large counties, so as to increase the income of grain farmers.We will increase the enthusiasm of local governments and farmers to develop grain production and ensure national food security.Cotton is an important crop next only to grain. In recent years, in order to promote the development of cotton industry, the state has adopted measures such as seed subsidy, purchase subsidy of agricultural machinery and tools, regulation of national reserve, and so on, to improve the enthusiasm of farmers to grow cotton.This paper analyzes the advantages and disadvantages of the current cotton support policies through comparative study of grain and cotton support policies, and finally puts forward some suggestions for improving cotton support policies.
