【摘要】：正新《中华人民共和国预算法》(以下简称《预算法》)将于2015年1月1日起施行,这意味着财税体制改革和预算管理制度改革正在提速。新《预算法》为地方政府市场化融资带来了哪些机遇和挑战,引起了各界的广泛关注。此次中央经济工作会议也提出要"把改革创新贯穿于经济社会发展各个领域",提出"着力防控债务风险。要把控制和化解地方政府性债务风险作为经济工作的重要任务"。
[Abstract]:The new Budget Law of the people's Republic of China (hereinafter referred to as the Budget Law) will come into effect on January 1, 2015, which means that the reform of the fiscal and taxation system and the reform of the budget management system are speeding up.The new Budget Law has brought the local government what opportunities and challenges to market-oriented financing, which has aroused wide attention from all walks of life.The Central Economic work Conference also proposed that "reform and innovation should run through all fields of economic and social development" and that "efforts should be made to prevent and control debt risks."To control and resolve the local government debt risk as an important task of economic work.
