政府购买服务促进中小企业科技创新路径研究——基于国内外实践的分析

【摘要】：科技服务缺失是制约中小企业科技创新的主要瓶颈,而市场和政府"双重失灵"则是中小企业难以获得科技服务的深层原因。在政府职能转变——市场自由化——社会治理创新三个维度构成的制度创新的基本框架中,政府购买服务是这三个维度的交集点和共同作力点,应当充分借鉴国内外已有的实践和经验,建立政府购买中小企业所需科技服务的机制和制度,提高向中小企业供给公共性科技服务的效率,以支持其科技创新。
[Abstract]:The lack of scientific and technological services is the main bottleneck restricting the scientific and technological innovation of small and medium-sized enterprises, while the "double failure" of market and government is the deep reason why it is difficult for small and medium-sized enterprises to obtain scientific and technological services.In the basic framework of institutional innovation, which consists of three dimensions of transformation of government function-market liberalization and social governance innovation, government purchase service is the intersection point and common effort point of these three dimensions.We should draw lessons from the existing practice and experience at home and abroad, establish the mechanism and system for the government to purchase the scientific and technological services needed by the small and medium-sized enterprises, and improve the efficiency of providing public scientific and technological services to the small and medium-sized enterprises in order to support their scientific and technological innovation.
