【摘要】：正新的《预算法》规定了各部门、各单位要根据财政部门制定的预算支出标准编制本部门、本单位预算草案。《国务院关于深化预算管理制度的决定》提出:进一步完善基本支出定额标准体系,加快推进项目支出定额标准体系建设,充分发挥支出标准在预算编制和管理中的支撑作用。《预算法》和《国务院关于深化预算管理制定的决定》都把推进建立预算支出标准体系作为深化
