基于政府职能转变的政府购买服务制度创新研究

【摘要】：虽然我国政府采购工作取得了巨大的成就,但是在购买服务方面的潜力却远远没有得到充分发挥,其主要原因是受到法规与体制机制的桎梏。建立健全政府购买服务制度,不仅是财政制度改革的组成部分,更重要的是推进政府职能转变的重要抓手。通过政府购买服务制度的创新,促进政府购买服务主体的观念更新与体制机制完善,以形成规范的公共服务市场体系。
[Abstract]:Although our government procurement has made great achievements, the potential of purchasing services is far from being fully exploited, mainly because of the shackles of regulations and institutional mechanisms. The establishment and perfection of government purchasing service system is not only an integral part of the reform of the financial system, but also an important part of promoting the transformation of government functions. Through the innovation of government purchase service system, it can promote the renewal of the concept of the government purchase service subject and the perfection of the system mechanism, so as to form a standardized public service market system.
