深圳市南山区产业扶持专项资金政策研究

【摘要】:所谓产业扶持专项资金政策,是指一个国家或者其地方政府在制定规划纲要或区域发展计划时,依据经济发展客观规律以及特定时期内本国或当地产业发展现状和未来发展趋势,综合运用财政手段实施必要干预,对相关产业给予补贴保护、重点扶植、奖励等财政性资金扶持,以引导或促进相关产业结构调整、优先、快速发展,提升产业竞争力,以期带动盘活其他产业,从而实现经济整体发展的政策体系。国家或者地方政府运用产业扶持专项资金政策主要扶持支柱产业、先导产业、瓶颈产业及幼稚产业。这种重要的政策手段对幼稚产业的成长具有保护和扶持作用,对产业结构布局、产业转型升级、促进经济快速发展具有举足轻重的作用。笔者利用所在工作部门与南山区产业扶持专项资金政策制定、资金管理、监督检查、实施绩效评价等方面有密切联系的优势条件,在日常工作中积累了大量关于该区产业扶持专项资金政策的第一手资料和宝贵数据。在此基础上,运用定性方法对南山区产业扶持专项资金政策展开研究。笔者首先从政策演进过程、政策内容进行梳理,对政策实施效果进行有效性分析,并对政策在经济运行过程中的作用进行了总结,然后比较分析了南山区产业扶持专项资金政策不同阶段的修订原因和所解决的主要问题。通过查找比较法律规章、财经纪律的新要求,以及选取众多案例和分析产业数据、财政数据,深入剖析了当前政策存在的问题和原因。笔者认为,现行政策主要存在七方面问题:一是“重分配、轻管理”的现象依然突出;二是评审类项目存在权力寻租空间;三是部分核准类项目难以实施绩效评价;四是分项资金实施细则“灵活有余、刚性不足”;五是政策宣传不足影响了政策的实际效果;六是委托银行监管资金的模式存在扶持企业涉诉后项目资金被强制执行的风险;七是市区之间政策缺乏统筹、地区之间政策攀比竞争等等。最后,笔者认为,应从以下方面对政策进行完善:第一,厘清政府职能界限,履行好公共管理服务职能;第二,进一步加强项目审核管理,逐步淘汰评审类项目;第三,健全绩效评价机制,进一步创新监管方式;第四,加强产业扶持专项资金政策的宣传力度;第五,优化产业扶持资金委托银行监管的模式;第六,促进市区产业政策联动,提高扶持资金的使用效益。
[Abstract]:The so-called special fund policy for industrial support means that when a country or its local government formulates a planning outline or a regional development plan, According to the objective law of economic development and the present situation and future development trend of domestic or local industries in a specific period, the necessary intervention is carried out by comprehensive use of financial means, and the relevant industries are protected by subsidies, with emphasis on fostering, In order to guide or promote the adjustment of relevant industrial structure, give priority to rapid development, and promote the competitiveness of industry, we hope to stimulate the development of other industries and realize the policy system of economic development as a whole. The state or local government mainly supports pillar industry, leading industry, bottleneck industry and childish industry by using industry support special fund policy. This kind of important policy means has the protection and the support function to the childish industry growth, has the pivotal function to the industrial structure layout, the industrial transformation and the upgrading, the promotion economy fast development. The author makes use of the advantages of his work department in making special fund policy, fund management, supervision and inspection, performance evaluation and so on in Nanshan District. In the daily work, accumulated a lot of first-hand information and valuable data about the special fund policy of industry support in this area. On this basis, the qualitative method is used to study the special fund policy of industry support in Nanshan area. Firstly, the author analyzes the effectiveness of policy implementation from the process of policy evolution and policy content, and summarizes the role of policy in the process of economic operation. Then, the reasons for the revision of the special fund policy for industry support in Nanshan area and the main problems solved are compared and analyzed. By looking up and comparing the new requirements of laws and regulations, the new requirements of financial discipline, and selecting numerous cases and analyzing industrial data and financial data, this paper deeply analyzes the problems and causes of current policies. The author believes that there are seven main problems in the current policy: first, the phenomenon of "heavy distribution, light management" is still prominent; second, there is room for power rent-seeking in evaluation projects; third, it is difficult for some approved projects to implement performance evaluation; Fourth, the detailed rules for the implementation of itemized funds are more flexible and lack of rigidity; fifthly, the lack of policy propaganda has affected the actual effect of the policy; sixth, the mode of entrusting the bank to supervise the funds has the risk of supporting the project funds to be enforced after the enterprises involved in litigation; Seventh, there is a lack of co-ordination between urban policies, regional policy competition and so on. Finally, the author believes that the policy should be improved from the following aspects: first, to clarify the boundaries of government functions, to perform the function of public management services; second, to further strengthen the project audit management, phase out the review of projects; third, Perfect the performance evaluation mechanism, further innovate the supervision mode; fourth, strengthen the propaganda of the industry support special fund policy; fifth, optimize the industrial support fund entrusting bank supervision mode; sixth, promote the linkage of the urban industrial policy, We will improve the efficiency of the use of support funds.
