南昌市政府电子采购管理优化研究

【摘要】：随着信息技术的发展和互联网的广泛使用,出现了电子采购的新趋势。目前,南昌市政府也在不断完善政府采购制度,积极推广电子采购。本文尝试立足于南昌市政府电子采购的现状问题,提出今后发展的优化对策。首先,分享了论文的选题产生的背景和目的、包括作者阅读的国内外的研究参考的重要文献,紧接着又然后阐述了一些政府采购相关的概念,包括电子采购平台的功能、作用、体系等内容。其次,介绍我国政府采购的发展脉络,又简单叙述了南昌市政府电子采购的有关情况。包括发展背景、基本原则和主要方法以及南昌市政府采购发展的历史沿革和政府电子采购发展概要。接着,介绍并分析南昌市政府电子采购平台建设与管理存在的主要问题,从平台建设、业务执行以及供应商准入渠道三方面进行了分析。紧接着对应四个方面的问题提出了优化建议,具体是提出要在完善政府电子采购平台建设、流程、重视业务执行、拓宽供应商的市场准入渠道等方面采取必要的措施。根据国内法律法规和理论指导,为解决南昌市政府电子采购平台建设与管理的实际问题,提出了相关建议和对策。最后是结论和展望。政府电子采购是政府采购制度发展的必经之路。推行政府电子采购任重而道远,必将是长期和艰巨的。
[Abstract]:With the development of information technology and the wide use of the Internet, a new trend of e-procurement has emerged. At present, Nanchang municipal government is also constantly improving government procurement system, actively promote electronic procurement. Based on the current situation of electronic procurement in Nanchang city, this paper puts forward the optimization countermeasures for future development. First of all, we share the background and purpose of the topic selection, including the important literature of the domestic and foreign research references, and then explain some concepts related to government procurement, including the function and function of electronic procurement platform. System, etc. Secondly, it introduces the development of our government procurement, and briefly describes the situation of Nanchang municipal electronic procurement. Then the paper puts forward some suggestions on how to improve the construction of government electronic procurement platform, process, attach importance to business execution and broaden the market access channels of suppliers. According to the domestic laws and regulations and theoretical guidance, this paper puts forward some suggestions and countermeasures to solve the practical problems in the construction and management of the electronic procurement platform of Nanchang Municipal Government. Finally, the conclusion and prospect are given. Government electronic procurement is the only way for the development of government procurement system. It is a long and arduous task to carry out government e-procurement.
