政府财政支持农村社会保障制度的研究

【摘要】：与相对比较完善的城市社会保障制度相比，现阶段我国农村社会保障制度的发展还比较滞后,成为了我国社会保障体系中的短板。从我国农村社会保障制度的发展历程来看。造成农村社会保障制度建设和社会经济发展脱节的因素是很复杂的，既有农村经济发展和农村社会发展的原因，也有政府财政缺位造成的巨大影响，包含了历史原因、经济原因、管理机制缺陷、法律法规制度不完备等因素。但毋庸置疑地是，农村社会保障制度发展滞后，。已经成为制约城乡一体化建设和农村走向市场化的巨大障碍。要实现党的十八届三种全会提出的健全城乡发展一体化体制机制，完善城乡社会保障一体化建设是我们亟待解决的问题。作者认为，农村社会保障制度发展滞后于城市发展的主要原因是政府财政责任的长期缺位。政府财政支持的力度，在很大程度上决定了农村社会保障制度建设的水平。从社会保障制度本身加以分析，社会保障制度本质上就是资金筹备、资金发放和资金管理等的一系列制度安排。资金是社会保障制度建设的最核心问题，，社会保障制度得以存在和持续运行的基础是大量的社会保障资金。城镇相对比较完善的社会保障制度，是基于政府干预的前提下才得以建立。从国际上的经验也可以看出，政府财政支持出现在了社会保障制度建立与发展的方方面面。2009年国务院《关于开展新型农村社会养老保险试点的指导意见》颁布以后，虽然细化了各级政府之间的财政责任，加速了新型农村养老保险在广大农村的快速发展。但农村社会保障体系的建设和发展如果缺乏政府长期且有力的财政支持，那都是无稽之谈。本文拟通过对政府财政支持和农村社会保障制度关系的研究，以及学习国外相关国家政府财政对农村社会保障支持的经验，提出完善农村社会保障工作的一些对策建议。力争对我国建设社会主义新农村，建立和完善农村社会保障体系，有效的消除我国农村社会发展转型过程中所存在的风险略尽绵薄之力。
[Abstract]:Compared with the relatively perfect urban social security system, the development of the rural social security system in our country is still lagging behind and has become a short board in the social security system. Complex, both rural economic development and rural social development, but also the huge impact of the absence of government finance, including historical reasons, economic reasons, management mechanism defects, laws and regulations imperfect and other factors. It is an urgent problem for us to perfect the integration system and mechanism of urban and rural development and the integration of urban and rural social security. The author thinks that the main reason why the development of rural social security system lags behind the urban development is the government's financial responsibility. From the analysis of the social security system itself, the social security system is essentially a series of institutional arrangements such as fund preparation, fund distribution and fund management. The relatively perfect social security system in cities and towns can only be established on the premise of government intervention. From the international experience, it can be seen that the government financial support appears in all aspects of the establishment and development of the social security system. After the promulgation of the State Council's Guiding Opinions on the Pilot Rural Social Endowment Insurance in 2009, although the financial responsibilities among governments at all levels have been refined and the rapid development of the new rural endowment insurance has been accelerated in the vast rural areas, the construction and development of the rural social security system will be short of the government's long-term and powerful finance. This paper intends to study the relationship between government financial support and rural social security system, as well as the experience of foreign countries'government financial support for rural social security, and put forward some countermeasures and suggestions to improve rural social security work. Perfecting the rural social security system and effectively eliminating the risks in the process of social development and transformation in China's rural areas has done little.
