政府间转移支付制度优化——基于转移支付效果的分析

【摘要】：政府间转移支付制度目标是诸多角度政策目标的有机结合,既包括终极目标基本公共服务均等化,体制性目标纵向、横向均衡,也包括根据国情和时代背景确定的阶段性目标。研究转移支付制度预期目标的实现程度以及当前新常态经济背景、体制性失衡等新变化对现行转移支付制度的挑战,对于明确我国转移支付制度下一步改革方向具有重要意义。本文通过对比不同阶段我国转移支付制度多目标实现程度并分析存在的问题,从提高转移支付效果角度为我国转移支付制度的优化提出具体建议。
[Abstract]:The goal of the intergovernmental transfer payment system is an organic combination of many policy objectives, including the ultimate goal of the equalization of basic public services, the vertical and horizontal equilibrium of institutional objectives, and the periodic goals determined according to the national conditions and the background of the times. Background, new changes such as institutional imbalance are of great significance to clarify the direction of China's transfer payment system reform in the next step. By comparing the degree of multi-objective realization of China's transfer payment system in different stages and analyzing the existing problems, this paper aims to improve the effect of transfer payment in China. Put forward specific proposals for the optimization of payment system.
