中国自然保护区财政资金投入水平分析

【摘要】：自然保护区的资金投入问题一直受到普遍关注。由于社会资金的投入意愿严重不足,中国自然保护区所需资金主要依靠政府财政投入,保护资金问题首先是一个财政问题。本文指出保护资金应该包含建立和维护一国保护区网络的系统费用、管理性资金和补偿性资金。2014年,各级政府投入自然保护区的专项资金量已经达到60.14亿元,平均投入水平达到4091元/平方公里,是2005年的5.86倍(2014年价格水平)。当前及今后一段时间,政府应重视对森林和湿地生态系统以外的保护区以及非国家级自然保护区的资金投入,加大补偿性资金的投入,向着效果优先、效率优先的方向逐渐调整资金的投入,回归保护目标的初衷。
[Abstract]:Due to the serious lack of willingness to invest social funds, the funds needed for nature reserves in China mainly depend on the government's financial input. The protection fund is first and foremost a financial problem. In 2014, the amount of special funds invested by governments at all levels in nature reserves has reached 6.014 billion yuan, with an average input level of 4,091 yuan per square kilometer, which is 5.86 times that of 2005 (the price level in 2014). At present and in the future, the government should pay attention to the protection of forest and wetland ecosystems other than the ecological system. The investment of regional and non-national nature reserves should be increased, and the investment of compensatory funds should be gradually adjusted in the direction of effect first and efficiency first, so as to return to the original intention of protection objectives.
