我国政府购买公共就业服务机制研究

【摘要】:公共就业服务属于基本公共服务范畴,是政府对劳动力市场进行干预的重要手段。失业越来越成为全球性的共同难题,各国政府都投入大量财政资金积极促进就业。政府机构垄断提供公共就业服务的模式己不合时宜,政府主导,多元主体参与提供公共就业服务模式不断发展,政府购买公共就业服务模式成为发展趋势。 目前对政府购买公共就业服务的研究正在成为国内学术界研究的热点,但总体而言还处于起步阶段,,尚缺乏成熟的理论体系。制度设计方面的经验还欠丰富,有必要对地方城市的改革实践进行归纳和总结。基于以上背景,本文在介绍公共就业服务以及政府购买公共就业服务内涵的基础上,利用准市场理论和多中心治理理论,分析构建和完善我国政府购买公共就业服务机制的必要性。同时系统地探讨了现行我国政府购买公共就业服务的运行模式,分析了比较我国与澳大利亚、荷兰、英国等西方发达国家政府购买公共就业服务机制差异。 文章认为,为了克服我国政府购买公共就业服务实践过程中出现的诸如形式性购买与非竞争性购买诱发新的垄断、抽精去渣引发社会不公平、公私主体协调困难导致公共就业服务碎片化供给、政府合同管理能力缺失产生“精明买主”问题等问题,从而保障我国政府购买公共就业服务机制的有效运行,需要及时采取相应的保障措施,包括建立健全更加建立健全更加公平、公开的政府购买就业服务机制,消除“抽精去渣”行为,超越碎片化,优化公共就业服务网络治理的协调机制,提高政府合同管理能力,成为“精明买主”等措施。
[Abstract]:The public employment service belongs to the basic public service category and is an important means for the government to intervene in the labor market. Unemployment has become a common global problem, and governments have invested a lot of financial funds to promote employment. The mode of government agencies monopolizing the provision of public employment services has become anachronistic. The mode of government leading and multiple subjects participating in the provision of public employment services has been developing constantly, and the mode of government purchasing public employment services has become a development trend. At present, the research on government purchasing public employment services is becoming a hot topic in domestic academic circles, but generally speaking, it is still in its infancy and lacks a mature theoretical system. The experience of system design is not enough, so it is necessary to sum up and summarize the reform practice of local cities. Based on the above background, on the basis of introducing the connotation of public employment service and the government purchasing public employment service, this paper makes use of quasi-market theory and multi-center governance theory. This paper analyzes the necessity of constructing and perfecting our government's purchase of public employment service mechanism. At the same time, this paper systematically discusses the operating mode of government purchasing public employment service in our country, and analyzes the differences between China and the western developed countries such as Australia, the Netherlands, the United Kingdom and other western developed countries in purchasing public employment service mechanism. In order to overcome the new monopoly in the process of government purchase of public employment service, such as formal purchase and non-competitive purchase, this paper holds that, in order to overcome the social unfairness caused by deodorization, The difficulty of coordination between public and private subjects leads to the fragmented supply of public employment services, the lack of government contract management ability and the problem of "smart buyers", so as to ensure the effective operation of our government's mechanism of purchasing public employment services. It is necessary to take corresponding safeguards in a timely manner, including the establishment of a more equitable and open mechanism for government employment services, the elimination of "refining and slagging", and the transcending of fragmentation. Optimize the coordination mechanism of public employment service network governance, improve the ability of government contract management, become "smart buyer" and other measures.
