广西地税深入推进国税、地税征管体制改革的思考

【摘要】：正2015年10月,中央全面深化改革领导小组第17次会议审议通过了《深化国税、地税征管体制改革方案》(以下简称《方案》),拉开了税收管理领域既有重大现实意义又有深远历史意义的改革大幕。一年多以来,广西地税部门努力推进《方案》各项改革工作有序开展,取得了阶段性成效,但同时也暴露出了一些阻碍改革进程的问题和困难,本文对此做了一些探讨。一、广西地税部门深化征管体制改革的现状(一)基础工作扎实开展。
[Abstract]:In October 2015, at its 17th meeting, the Central Committee's leading Group on Comprehensive deepening Reform considered and adopted the "Plan for deepening the Reform of the system of State Taxation and Local Taxation Administration" (hereinafter referred to as the "Programme"). Has opened the tax management field not only has the great realistic significance but also has the far-reaching historical significance reform big curtain. In the past more than a year, the local tax department of Guangxi has made great efforts to carry out the reform work in an orderly manner, and has achieved some achievements, but at the same time, it has also exposed some problems and difficulties that hinder the process of reform. This paper makes some discussions on this issue. First, the current situation of Guangxi Land tax Department deepening the reform of the collection and management system (1) the solid development of the basic work.
