论政府管理中领导者决策的误区及避让路径

【摘要】： 政府的管理活动大致可以分为决策、执行和监督三个部分，领导者决策，是政府管理众多活动中最频繁、最主要、最基本，同时也是影响最大的一种主体性活动。领导者决策作为政府管理活动的首要环节，在建立和完善社会主义市场经济体制进程中，已经显现出越来越重要的理论研究意义。决策正确可以取得事半功倍的效果，而决策失误则可能造成难以挽回的损失，决策正确与否影响是非常深远的。要实现科学的、正确的决策，领导者的决策方法和艺术水平起着至关重要的作用。随着我国党执政环境的变化，，提高党的执政水平和领导能力，则成为新形势下党的建设必须着力解决的历史性课题。各级领导干部应该在自觉认识遵循社会主义现代化建设规律的基础上，努力学习和掌握科学决策的理论、方法和艺术，不断提高科学决策的水平，减少决策的失误。综观国内外学者研究政府决策问题的研究资料和成果，尽管颇为丰实，但对政府管理中领导者决策的民主、科学和规范问题，特别是本文所说的决策误区及其避让探讨较少，基于此，本文在上述研究基础上结合我国目前的实际对政府领导者决策进行研究。本文分为三个部分，第一部分是领导者决策的基本理论阐释；第二部分是政府管理中领导者决策误区的表现形式和产生原因；第三部分是政府管理中领导者决策避让误区的路径探讨。文章采用规范研究与实证研究相结合的研究方法，定性与定量相结合的研究方式，通过对国内外各种文献、专家著作、现实案例的分析研究，对我国政府领导者决策的理论、体制的运作进行了探讨，分别针对领导者决策的价值取向、决策的机制和体制、决策的程序、决策的方法、决策行为的调适以及制约措施展开具体的研究。本文的创新之处在于，对政府管理中领导者在决策时所陷入的种种误区的成因表现形式及产生原因进行了分析，尤其是在导致误区的成因时，笔者指出，领导者在决策时，不但受到自身主观因素的影响，而且也受到了客观环境、客观因素、客观条件的影响和制约，比如生产力发展水平、科技水平等，都影响和限制着领导者的决策，并针对影响领导者决策的主、客观因素提出了领导者在政府管理中避让各种决策误区的若干具体措施。
[Abstract]:The management activities of the government can be divided into three parts: decision making, execution and supervision. The decision-making of leaders is the most frequent, most important and basic, but also the most influential subjective activities of government management.As the primary link of the government management, the leader decision-making has become more and more important in the process of establishing and perfecting the socialist market economy system.Correct decision can achieve twice the result with half the effort, but the error of decision may cause irreparable loss, and the influence of correct decision is very far-reaching.To achieve scientific and correct decision-making, leaders' decision-making methods and artistic level play a vital role.With the change of the Party's ruling environment, improving the Party's ruling level and leading ability has become a historic subject that must be solved in the new situation.Leading cadres at all levels should study and master the theory, method and art of scientific decision-making on the basis of consciously understanding and following the laws of socialist modernization construction, constantly improve the level of scientific decision-making, and reduce decision-making errors.Taking a comprehensive look at the research data and achievements of scholars at home and abroad on the issue of government decision making, although it is quite abundant, there is little discussion on the democratic, scientific and normative issues of the decision making of leaders in government management, especially on the misunderstanding and avoidance of decision-making mentioned in this paper.Based on this, this paper studies the government leaders' decision-making based on the above-mentioned research.This paper is divided into three parts: the first part is the explanation of the basic theory of the leader's decision, the second part is the manifestation and the cause of the misunderstandings of the leader's decision in the government management.The third part is the discussion of the path of the leaders' decision-avoiding mistake in the government management.This paper adopts the research method of combining normative research with empirical research, qualitative and quantitative research, through the analysis and study of various literature, expert works, realistic cases, the theory of our government leaders' decision-making.The operation of the system is discussed, and the concrete research on the value orientation, the mechanism and the system, the procedure, the method, the adjustment of the decision-making behavior and the restriction measures are carried out respectively.The innovation of this paper lies in the analysis of the forms and causes of the misunderstandings that the leaders fall into in the decision-making of government management, especially in the causes of the misunderstandings, the author points out that the leaders in the decision-making,Affected not only by their own subjective factors, but also by the objective environment, objective factors, and objective conditions, such as the level of productivity development, the level of science and technology, and so on, all of which affect and restrict leaders' decision-making.Aiming at the subjective and objective factors that influence the leader's decision, this paper puts forward some concrete measures for the leader to avoid all kinds of misunderstandings in the government management.
