基于专家水平的评标结果融合研究

【摘要】：在专家评标群决策中,采用专家等权重的算术平均法这种群集结方法,没有考虑到专家的评价水平差异。基于数据融合最优加权理论,利用专家的评价方差对专家评价水平进行度量,并赋予其相应权重进行加权融合,得到的群评估值是一个无偏有效的估计值,然后使用加权迭代的方法,使群评估值不断接近评估对象的真值。并对这种加权迭代融合方法进行合理性分析,说明这种方法体现了评标的公平、公正性。
[Abstract]:In the expert evaluation group decision, the group aggregation method, which adopts the arithmetic average method of expert weight, does not take into account the difference of the experts' evaluation level. Based on the optimal weighting theory of data fusion, the expert evaluation variance is used to measure the expert evaluation level, and the weighted fusion is given to its corresponding weight, and the group evaluation value is obtained. A weighted iterative method is used to make the group evaluation value close to the true value of the evaluation object, and the reasonableness analysis of the weighted iterative fusion method shows that the method embodies the fairness and impartiality of the bid evaluation.
