[Abstract]:The fourth Plenary session of the 14th CPC Central Committee of Dong Ting-yu put forward that the quality of the existing leading cadres must be comprehensively improved and the leading bodies at all levels should be built up to resolutely carry out the party's basic line. Serve the people wholeheartedly and have a strong collective leadership with the ability to lead the modernization drive.
