秘书腐败的权力来源及其控制

【摘要】：在行政管理体系中,不是权力机关的秘书机构会滋生以权谋私的腐败现象,而是因为公共权力在运行过程中失去控制,导致秘书逐步成为决策权和执行权的参与者和运作者,从而使腐败成为可能。遏制秘书腐败的关键在于将领导和秘书共同置于监控体系之中,用教育来推动秘书的职业化进程,用制度来保障权力的运行,用监督来制约权力的滥用。
[Abstract]:In the administrative management system, it is not the secretarial organ of the power organ that will breed the corruption phenomenon of using power for personal gain, but because the public power is out of control in the process of operation, the secretary gradually becomes the participant and operator of the decision-making and executive power.Thus making corruption possible.The key to curb secretary corruption lies in putting the leaders and secretaries together in the monitoring system, using education to promote the secretary's professionalization process, using the system to guarantee the operation of power, and using supervision to restrict the abuse of power.
