我国政府职能转变中的社会中介机构建设

【摘要】：随着政府职能的转变 ,社会中介机构在市场经济中发挥着越来越重要的作用。但由于诸多因素的影响和干扰 ,导致其客观性、公正性受到限制 ,权威性受到怀疑。要保证社会中介机构独立 ,公正、客观的基本特性 ,使其具备完整的鉴证功能、社会监督功能、决策支持功能、反馈功能 ,必须以有效的法律手段规范社会中介机构建设 :( 1)由政府统一组织对现有社会中介机构进行清理整顿 ;( 2 )对社会中介机构进行彻底的脱钩改制、使政府管理部门能真正公正执法 ;( 3)尽快制订出有关专项法律法规 ,明确社会中介机构的行为规范 ;( 4 )建立和完善对社会中介机构的监管制度 ;( 5 )建立科学、规范的“两结合”的社会中介机构管理体制。
[Abstract]:With the transformation of government functions, social intermediary organizations play an increasingly important role in the market economy. However, due to the influence and interference of many factors, its objectivity, impartiality is restricted, and its authority is questioned. To ensure the independent, impartial and objective basic characteristics of social intermediary organizations, so that they have complete authentication function, social supervision function, decision support function, feedback function, We must regulate social intermediary organizations by effective legal means. (1) the government should uniformly organize the clean-up and rectification of existing social intermediary organizations and (2) carry out a thorough decoupling and restructuring of social intermediary organizations. (3) to formulate relevant special laws and regulations as soon as possible, to clarify the norms of conduct of social intermediary organizations (4) to establish and perfect the supervisory system for social intermediary organizations and (5) to establish a scientific system. A standardized "two-union" social intermediary management system.
