地方创新驱动发展案例库建设:背景、定位与标准

【摘要】：党的十八大以来,中央相继提出实施创新驱动发展战略和建设中国特色新型智库。建设立足地方实际、贴近地方实情、紧跟地方实践的"创新驱动发展案例库",可作为各地加快实施创新驱动发展战略、建设高水平科技创新智库的具体举措和有力抓手。案例库能够以教研咨一体化的功能定位聚焦创新驱动发展主题,采用接地气、持续追踪的案例研究方式,形成具体鲜活的真实案例,提炼地方特色治理经验,进而辅助政府决策。建议各地严格按照相关标准,积极创造有利条件,启动并建好用好这种特殊类型的智库。
[Abstract]:Since the 18th National Congress of the Party, the central government has put forward the strategy of innovation-driven development and the construction of a new type of think-tank with Chinese characteristics. The construction of a "case bank of innovation-driven development", which is based on local reality and close to local reality, can serve as a concrete measure and a powerful grasp for all localities to speed up the implementation of innovation-driven development strategy and to build a high-level scientific and technological innovation think-tank. The case base can focus on the theme of innovation-driven development with the function orientation of integration of teaching, research and consulting, adopt the approachable and continuous tracking method of case study, form concrete and vivid real cases, and refine the experience of governance with local characteristics. And then assist the government to make decisions. It is suggested that all localities should actively create favorable conditions in accordance with relevant standards and start and build such special types of think tanks.
