村政委员会:村级组织制度创新的一种过渡性构想

【摘要】：当前农村实际的村级组织制度大都是介于强行政控制与民主治理之间的半行政半民主的制度安排。这种制度安排由于缺乏法律依据而效率低下。将此种半行政半民主的村级组织实际制度法律化、制度化，，即可形成一种全新的村级组织制度安排：村政委员会的制度安排。村政委员会具有诸多优点，且与村级组织制度创新的基本原则吻合
[Abstract]:At present, the actual rural organization system is mainly a semi-administrative and semi-democratic institutional arrangement between strong administrative control and democratic governance. This institutional arrangement is inefficient due to lack of legal basis. If we institutionalize and institutionalize this kind of semi-administrative and semi-democratic village organization, we can form a new kind of village organization system arrangement: the system arrangement of village political committee. The village government committee has many advantages and accords with the basic principles of the innovation of the village organization system.
