论失信联合惩戒视野下社会组织信用监管制度的构建

【摘要】：社会组织作为现代社会的第三部门,是公益使命和志愿精神的重要承载者,政府对其进行信用监管的进程和水平,将直接影响到国家社会信用体系建设的进展、政府管理方式转变的成效及社会公平正义的实现。本文立足于当前社会信用体系建设的大环境,以失信联合惩戒为视角,在借鉴工商信用监管及地方非营利组织信用监管经验的基础上,系统梳理了社会组织信用监管制度的现状、存在的问题,提出了现阶段构建社会组织信用监管的基本框架。
[Abstract]:As the third sector of modern society, social organization is an important bearer of public welfare mission and voluntary spirit. The process and level of government credit supervision will directly affect the progress of the construction of national social credit system. The effect of the change of government management mode and the realization of social fairness and justice. This paper is based on the general environment of the construction of social credit system and takes the United punishment of dishonesty as the angle of view. Based on the experience of industrial and commercial credit supervision and local non-profit organization credit supervision, this paper systematically combs the current situation and existing problems of social organization credit supervision system. This paper puts forward the basic frame of constructing the credit supervision of social organizations at this stage.
