多阶段应急信息处理与传播控制方法研究

【摘要】：当前,我国正处于社会转型时期,经济发展很不均衡,社会矛盾日积月累,生态环境屡受破坏,以至各种天灾人祸频发,公共利益受到诸多威胁,突发事件应对已成为政府所面临的一个不容回避的重大课题。在应急管理中,应急信息资源是比物质和技术更为重要、更为关键的应急资源,是各级各类应急管理部门、管理层次、管理环节相互沟通联络与协同运行的桥梁和纽带,是政府各项应急管理职能得以充分发挥的根本前提和重要基础。研究面向突发事件的信息管理,对我国应急管理各项工作及时、高效、有序地开展将会产生积极影响,也具有重要的实践意义。本研究以信息时代的突发事件为宏观视角,以管理学、社会学、信息学、传播学、心理学等多种理论和方法为基础,运用文本分析、实证分析、比较分析等方法,对应急信息的采集、处理、发布、传播以及系统应用与管理等系列问题进行理论剖析和实践总结,并提出一些创新性的观点和看法。全文共分六章：第一章绪论,说明了本文的研究背景和意义,综述了国内外研究现状,厘清了本文的研究思路和方法。第二章突发事件与应急信息管理基础理论,分析了突发事件的特征与影响,界定了应急信息的类别与作用,阐明了应急信息管理的内涵与职能。第三章多阶段应急信息的处理方法,研究了多元主体应急信息的采集方式、基于主体责任划分的应急信息匹配处理、基于信息质量评价的应急信息过滤处理。第四章考虑依法公开和公众期望的应急信息传播控制,提出了应急信息传播的基本原则和控制方式,明晰了应急信息传播的主要功能和基本特性,探讨了应急信息传播控制的基本策略。第五章集成式应急信息系统设计方法,梳理了应急信息系统的历史演变,构建了应急信息系统的管理框架和支撑体系,设计了基于Multi-Agent的应急信息系统模型,并通过具体实例对应急信息系统应用的有效性进行了论证。第六章结论与展望,总结全文,确定下一步研究方向。本研究所作的主要工作及创新点如下：1、本研究从应急需求和信息质量评价的角度讨论应急信息处理,从匹配处理和过滤处理的角度构建多阶段的应急信息处理方法,尝试改变传统研究侧重于单阶段应急信息处理的局限性,形成应急信息处理的多阶段方案。在匹配处理中,从时间维度、部门维度和形式维度的不同需求,设计对应急信息筛选的第一阶段处理；在过滤处理中,通过在不同的应急阶段设计差异化的评价指标和指标权重,构建应急信息质量的模糊评价方法,从而设计对应急信息筛选的第二阶段处理。2、本研究兼顾依法公开和公众期望,设计了相应的应急信息传播控制的策略。尝试改变传统应急信息传播控制更多地侧重依法公开或公众期望单方面因素的局限性,从兼顾公众知情权、公众表达权、公众监督权和公众参与权的角度设计传播控制策略。3、在当前应急信息管理平台研究和建设中,应急信息系统更多地是侧重于对资源的整合,而在业务协同和应急信息处理的智能性、自主性等方面相对滞后。本研究重点从业务协同的角度出发研究提升应急信息管理有效性和时效性,并以Multi-Agent的基本理论和方法为依托,探讨基于Multi-Agent的应急信息管理模式,构建了应急信息管理矩阵式框架,设计了应急信息管理中的纵向协同模式和横向协同模式。
