群体性事件处置中政府介入失当的表现、原因及对策研究

【摘要】：当前,我国正处于社会转型的关键时期,各种利益结构的调整,群众维权意识的增强,使得社会矛盾愈加突出,群体性事件也逐年增多。从近年来我国群体性事件的发生来看,群体性事件呈现出总体规模持续高位运行,冲突对抗程度加大,具体情况复杂多元的特点。政府在群体性事件处置过程中的表现是社会和民众衡量政府执政能力的重要标准。群体性事件的发生,很大程度上就是公众对于政府决策、政府行为、官员作风、信息的不公开、不透明等问题的不满而引发的,他们认为政府的言论、行为、结果并不一致。自己所表达的合理诉求得不到有效解决,政府对某件事情的消极作为和社会谣言的传播不断刺激公众,群体性事件随之发生。在处置群体性事件的过程中,政府面临着严峻的考验与挑战,政府如何应对、妥善解决问题直接影响公众对于政府的信心和支持度。民众将目光聚焦到政府,此时政府任何的言行都将被放大,一旦政府不能及时回应、处置,消除不良影响,政府的公信力和执政能力都将受到严重影响。本文所探讨的主要就是在群体性事件处置中政府介入失当的问题。群体性事件处置中政府介入失当主要有三种表现形式:介入时机失当、介入立场失当和介入方式失当。究其原因,可以从三个方面进行表述:一是缺乏对群体性事件处置危机预防和管理能力,危机预防意识薄弱,应对管理能力不足;二是群体性事件处置中政府行政理念错位,受现行绩效目标考核体系限制,政府往往注重“经济发展”,对待稳定的态度也是“刚性维稳”、“花钱维稳”等以堵为主的方式,不能有效化解群体性事件;三是群体性事件处置中政府行政行为失当,本文主要探讨的是信息不公开、不透明和暴力滥用问题。通过对群体性事件处置中政府介入失当原因的分析,有针对性的提升政府群体性事件的危机预防和管理能力,转变政府处置群体性事件的行政理念,规范群体性事件处置中的政府行政行,从而达到提升政府对群体性事件处置能力的目的。

Group events are also increasing year by year. From the occurrence of group events in China in recent years, the overall scale of mass events continues to run high, and the degree of conflict confrontation increases. The performance of government in the process of dealing with group incidents is an important standard for the society and the public to measure the ability of government to govern, and the occurrence of group incidents. To a large extent, the public is dissatisfied with government decisions, government behavior, official style, information closed, opaque and other issues, they think the government's speech, behavior. The results are not consistent. Their legitimate demands can not be effectively resolved, the government on a certain matter of negative behavior and the spread of social rumors continue to stimulate the public. In the process of dealing with group incidents, the government is faced with severe tests and challenges, and how to deal with them. Properly solving the problem directly affects the public confidence and support for the government. The public will focus on the government at this time any words and deeds of the government will be magnified once the government can not respond in time to deal with. Eliminate adverse effects. The credibility of the government and the ability to govern will be seriously affected. This paper mainly discusses the problem of government intervention in the handling of mass incidents. There are three main manifestations of government intervention misconduct in the handling of group incidents. Form:. Improper timing of intervention. The reasons are as follows: first, it lacks the ability of crisis prevention and management to deal with group incidents, and the consciousness of crisis prevention is weak. Inadequate management capacity; Second, the government administrative concept is misplaced in the handling of group incidents, which is limited by the current performance target appraisal system, the government often pays attention to "economic development", and the attitude to stability is also "rigid to maintain stability". "maintaining stable spending" and other ways, such as plugging, can not effectively resolve mass incidents; The third is the misbehavior of the government in the handling of group incidents. This paper mainly discusses the problems of information unopenness, opacity and abuse of violence. Through the analysis of the causes of government intervention in the handling of group incidents. To improve the ability of crisis prevention and management of government group events, to change the administrative concept of government handling group incidents, and to standardize the government administration in the handling of group incidents.
