公车改革的困境与路径探析

【摘要】：公车改革一直是我国当前社会普遍关注的热点问题,我国从1994年将公车改革带入公众视野,转眼20多年过去了,为什么公车改革需要这么长时间,而长时间的公车改革到底给我们的社会发展、政府职能带来了哪些利弊?截止目前,前几次公车改革的“浪潮”均未取得理想的效果,人们期待着能够充分研究制定公车改革制度,并能取得实质性突破。从历史经验来看,公车改革缺乏的不仅仅是明确的制度建设、法律法规的建立,更多地是缺乏大刀阔斧的改革勇气。本论文围绕我国当前的公车改革问题及现状展开论述,通过系统分析公车产生的问题,公车改革的现状及必要性继而引出其推进模式的路径探析。通过比较国内外公车改革的模式,总结出公车改革的成败得失,并结合新时期公车改革面临的困境,探索公车改革的可行性模式,为更好地推进公车改革提供一些参考建议。本文以公车改革为主题,结合了公共管理学、社会学、心理学、经济学等多学科的理论知识,并通过分析比较国内外公车改革的现状,将理论和实际进行结合,来分析探讨中国未来的公车改革之路——“路在何方”。
[Abstract]:Bus reform has always been a hot issue of general concern in our current society. Since 1994, our country has brought the bus reform into public view, and it has been more than 20 years since then. Why does it take so long for bus reform to take so long? What advantages and disadvantages does the government function bring to our social development after a long period of bus reform? So far, the previous "wave" of bus reform has failed to achieve the desired results. People expect to be able to fully study and formulate the bus reform system and make substantial breakthroughs. What the bus reform lacks is not only the clear system construction, the establishment of laws and regulations, but also the lack of bold reform courage. Through the systematic analysis of the problems arising from the bus, the present situation and necessity of the bus reform and then the analysis of the path of its propulsion mode, the author summarizes the success or failure of the bus reform by comparing the domestic and foreign bus reform models. Combined with the predicament of the bus reform in the new period, this paper explores the feasible mode of the bus reform, and provides some reference suggestions for the better promotion of the bus reform. This paper takes the bus reform as the theme, combines the public administration, sociology, psychology, etc. By analyzing and comparing the present situation of bus reform at home and abroad, combining theory with practice, this paper analyzes and discusses the road "where is the way" of China's future bus reform.
