安徽省政府网络问政研究

【摘要】:随着公民民主权利意识的不断增强,及互联网和信息技术的迅猛发展与普及,越来越多的公民通过网络表达利益诉求。网络舆论的压力和信息化的挑战,迫使政府愈发重视对网络民意的回应与互联网的应用,网络问政应运而生。作为政民互动的新型渠道,网络问政发挥着政府与群众"连心桥"的作用。通过网络问政平台,一方面,公民可以"问事于政府",向政府反映问题、咨询求助、建言献策、投诉举报,依法行使知情权、参与权、表达权和监督权。另一方面,政府可以"问政于公民",就社会治理及与公众利益相关的公共政策的制定和执行,公开政务信息、征询公民意见,了解民情民需、汇集民间智慧,实现科学民主决策。新时期,网络问政已然成为党和政府群众路线的新型路径,成为公民参政议政的新趋向,有利于转变党和政府的执政理念,在推动中国民主政治的发展与实现国家治理体系和治理能力现代化目标上,都有着重要的意义。安徽省在2010年1月25日将网络问政写入了政府工作报告,在全国范围内率先以官方形式认可网络问政的身份及其在政民互动方面的作用。同时,安徽省领导也积极参与了人民网《地方政府领导留言板》、建立了覆盖全省的网络问政平台——中安在线《网上问政》。此外,安徽省各级政府对网络问政相关制度也进行了初步探索。但是在此后的发展中,安徽省网络问政并没有形成长效机制,各网络问政平台多线运行、访谈率和留言回复率偏低等问题普遍存在,网络问政流于形式。本文以安徽省政府网络问政为研究对象。首先,通过对网络问政时代背景及国内外相关文献的研究,阐述本文研究的意义与价值。同时对研究方法、思路、内容、创新点等进行了必要的说明。其次,对网络问政相关概念进行界定,以参与式民主理论和新公共服务理论阐述网络问政存在的合理性和发展完善的必要性;以治理与善治理论分析网络问政在社会治理方面的创新和运用,论证完善网络问政制度化发展的可能性和途径,并以其为理论基础提出"平台建设与管理是核心、政府重视与作为是关键、公民广泛有序参与是根本",形成本文研究与行文的内在逻辑。再次,以此为分析框架,对安徽省政府网络问政的发展历程与成就进行梳理总结,分析安徽省政府网络问政发展中存在的问题,并进行原因分析。最后,结合广东省和重庆市网络问政发展的相关经验与启示,从平台建设、政府问政于民、公民参与、制度体系四个方面,构建政府主导下的网络问政制度化发展模型,以期实现安徽省政府网络问政的制度化发展。
[Abstract]:With the increasing awareness of democratic rights of citizens, and the rapid development and popularization of Internet and information technology, more and more citizens express their interests through the network, the pressure of network public opinion and the challenge of information. Forcing the government to pay more attention to the response to the public opinion on the Internet and the application of the Internet, the network polices came into being. As a new channel for the interaction between the people and the government, the network politics is playing the role of "connecting the heart" between the government and the masses. On the one hand, citizens can "ask questions from the government," reflect problems to the government, consult for help, offer advice, report complaints, exercise the right to know, participate in, express, and supervise according to law. On the other hand, The government can "ask the citizens", make and implement the social governance and public policies related to the public interest, open the government affairs information, consult the citizens' opinions, understand the needs of the people, pool the wisdom of the people, and realize the scientific and democratic decision-making in the new period. It has become a new path of the mass line of the Party and government, a new trend of citizens' participation in politics and discussion of government, and is conducive to changing the ruling concept of the party and government. It is of great significance to promote the development of democratic politics in China and to realize the goal of modernization of the national governance system and governance capability. In January 25th 2010, Anhui Province wrote the network administration into the government work report. To take the lead in officially recognizing the role of network governance in the interaction between the government and the people in the whole country. At the same time, The leaders of Anhui Province also actively participated in the people's net "message Board for Local Government leaders", and set up a network platform covering the whole province, Zhongan online. In addition, Governments at all levels in Anhui Province have also made a preliminary exploration of the related systems of network polices. However, in the subsequent development, there has been no long-term mechanism for the network to be held in charge of political affairs in Anhui Province, and each network platform has operated on multiple lines. There are many problems such as low interview rate and reply rate of message. This paper takes the Anhui Provincial Government as the research object. First of all, through the research on the background of the era of network politics and related literature at home and abroad, the article takes the Anhui Provincial Government as the research object. This paper expounds the significance and value of this study. At the same time, it explains the research methods, ideas, contents, innovation points and so on. Secondly, it defines the related concepts of network politics. Based on the participatory democracy theory and the new public service theory, this paper expounds the rationality of the existence and the necessity of development and perfection of the network governance, and analyzes the innovation and application of the network governance in the social governance with the theory of governance and good governance. Demonstrates the possibility and the way to perfect the systematization development of network governance, and puts forward that "the platform construction and management is the core, and the government attaches importance to and act is the key," based on the theory. Citizens' extensive and orderly participation is fundamental, which forms the internal logic of the research and writing of this paper. Thirdly, this paper makes a summary of the development process and achievements of the Anhui Provincial Government's network political affairs by taking this as the analytical framework. This paper analyzes the problems existing in the development of the network administration of Anhui provincial government, and analyzes the causes. Finally, combining with the relevant experience and enlightenment of the development of the network administration in Guangdong province and Chongqing, the author analyzes the platform construction, the government asking the people, and the citizen participation. In order to realize the institutionalization development of Anhui Provincial Government, this paper constructs the system development model under the guidance of the government in four aspects.
