湖北省离退休干部文化养老的现状与改善对策研究

【摘要】:当今,我国正面临着人口老龄化的重大社会问题。党的十八大明确指出,人民精神文化生活与全面建成小康社会的重要关系。离退休干部作为老龄人口中的特殊群体,其精神文化生活对构建和谐社会、全面建成小康社会有着极其重要的意义。随着我国社会经济发展,离退休干部文化养老虽然已经被提出,但是在实行的过程中存在着各种问题。如何完善离退休干部文化养老是一个需要深入探讨的问题本文运用政治学、行政学、社会学等学科的基本理论,以湖北省为例,阐述了离退休干部文化养老的基本概念和理论,探讨了离退休干部文化养老的意义,评析了离退休干部文化养老的现状,分析离退休文化养老存在的问题,最后提出完善离退休文化养老的对策。本文共由五个部分构成:第一部分为“绪论”。该部分简要阐释了本文的选题背景及研究意义,对国内外的相关研究进行了梳理,阐明了本文的研究思路和研究方法,并就本文可能的创新之处进行了说明。第二部分为“离退休干部文化养老概述”。该部分分为两个小节,第一小节是分别对离退休干部和文化养老概念界定;第二小节通过对“积极老龄化理论”、“马斯洛需求层次理论”等相关理论的分析借鉴,明晰了文化养老需求的产生原因。第三部分为“湖北省离退休干部文化养老现状”。该部分首先介绍了湖北省离退休干部基本情况。其次分析了湖北省离退休干部对文化养老的需求。最后分析了湖北省离退休干部文化养老的主要形式。第四部分为“湖北省离退休干部文化养老面临的主要问题”。该部分具体审视和剖析了当前湖北省离退休干部面临的四大方面问题,一是离退休干部对文化养老参与不够的问题,二是城乡文化养老场地建设发展不均衡的问题,三是社会对离退休干部文化养老关注不够的问题,四是离退休干部文化养老缺乏有效的体系保障。第五部分为“完善湖北省离退休干部文化养老的对策建议”。该部分针对湖北省离退休干部文化养老面临的突出问题,分析探讨并提出完善湖北省离退休干部文化养老的四条对策,即:(1)加大离退休干部文化养老的参与度;(2)加强投入力度,全面建设文化养老场地;(3)加强舆论宣传引导,扩大文化养老的社会参与;(4)建立健全离退休干部文化养老的制度保障。
[Abstract]:At present, China is facing a major social problem of aging population. The 18 National Congress of the Party clearly pointed out that the spiritual and cultural life of the people has an important relationship with the building of a well-off society in an all-round way. Retired cadres are a special group among the elderly population. Its spiritual and cultural life is of great significance in building a harmonious society and building a well-off society in an all-round way. With the development of our country's social economy, the cultural endowment of retired cadres has been proposed. However, there are various problems in the process of implementation. How to improve the cultural endowment of retired cadres is a problem that needs to be deeply discussed. This paper applies the basic theories of political science, administration, sociology and other disciplines, taking Hubei Province as an example. This paper expounds the basic concept and theory of cultural old-age support for retired cadres, probes into the significance of cultural old-age support for retired cadres, evaluates the present situation of cultural old-age support for retired cadres, and analyzes the problems existing in the cultural old-age support of retired cadres. The first part is the introduction. This part briefly explains the background and research significance of this paper, and combs the related research at home and abroad. This paper expounds the research ideas and research methods of this paper, and explains the possible innovations of this paper. The second part is an overview of the culture of retired cadres for the aged, which is divided into two sections. The first section defines the concept of retired cadres and cultural old-age support respectively, the second section analyzes and draws lessons from the related theories such as "active aging theory", "Maslow hierarchy of needs" theory, etc. The third part is "the present situation of cultural old-age support for retired cadres in Hubei Province". This part firstly introduces the basic situation of retired cadres in Hubei Province. Secondly, it analyzes the basic situation of retired cadres in Hubei Province. Finally, it analyzes the main forms of cultural old-age support for retired cadres in Hubei Province. Part 4th is "the main problems faced by retired cadres in Hubei Province." The four major problems facing former retired cadres in Hubei Province, One is the insufficient participation of retired cadres in cultural old-age support, the other is the imbalance in the development of cultural pension sites in urban and rural areas, and the third is the insufficient attention paid by society to the cultural old-age support of retired cadres. Fourth, there is a lack of effective system for the cultural old-age support of retired cadres. Part 5th is "suggestions for improving the cultural old-age support of retired cadres in Hubei Province." this part aims at the outstanding problems faced by retired cadres in Hubei Province in terms of cultural old-age support. This paper analyzes and puts forward four countermeasures to improve the cultural old-age support of retired cadres in Hubei Province, namely, 1) to increase the participation of retired cadres in the cultural old-age support and 2) to strengthen the input, and the construction of cultural retirement sites in an all-round way to strengthen the publicity and guidance of public opinion. To expand the social participation of cultural old-age support and to establish and improve the system of cultural old-age support for retired cadres.
