天津夏季达沃斯论坛应急管理研究

【摘要】：当前,我国正处于现代化建设的高速阶段,经济的强劲发展带动了国内各类大型活动的快速增长,使大型活动成为我国国民日常生活的重要组成部分。但因大型活动具有参与人数多、活动场地有限等特点,且我国正处于社会转型阶段,各类非传统安全问题日益增多,在各类大型活动举办期间踩踏、恐怖袭击等危害群众生命财产安全的事故时有发生。因此,加强大型活动应急管理迫在眉睫。作为有多国元首出席的高层级大型活动,天津夏季达沃斯论坛在国内外大型活动中享有较高的知名度及代表性。因此,笔者以天津夏季达沃斯论坛为例,尝试剖析天津夏季达沃斯论坛的应急管理工作思路,发现其在应急管理上的缺陷,并提出具体对策,以期为政府部门、社会组织主办的大型活动应急管理工作提供高效的管理路径。本文采用实证分析、比较分析等多种研究方法相结合的研究方式,探析天津夏季达沃斯论坛在应急管理上存在的具体问题,并根据学术界已有的研究成果提出了多项具体举措,为推动我国大型活动应急管理工作理论探索和创新提供参考。全文分为七大章节。第一章主要对背景、研究意义及国内外研究现状进行归纳阐述,并介绍了本文的研究方法及创新点;第二章,根据我国应急框架下预案与法律法规的特性,笔者将现有的应急预案与应急法律法规两大概念融合为应急法律规范,从法律规范的视角分别对国内的应急管理体系及大型活动应急管理进行梳理;第三章,主要分析了天津夏季达沃斯论坛应急管理的现状;第四章,对天津夏季达沃斯论坛应急管理工作中存在的局限性进行了系统剖析。第五章,以德国世界杯、日本爱知世博会、澳大利亚悉尼奥运会应急管理为案例参考,分析了当中可供天津夏季达沃斯论坛及国内大型活动借鉴的应急管理方式;第六章,针对天津夏季达沃斯论坛的局限性提出了具体的优化策略。第七章,对全文的研究内容、研究局限性进行总结评述。
