治理视野下我国社会企业的发展研究

【摘要】：社会企业作为解决社会问题的新途径已经越来越为政府所重视,社会企业既不同于以营利为目的的商业企业,也不同于传统意义上的慈善组织,它是将盈余用于社会公共领域的不以营利为目的的一类企业,同时具有经济性和社会性。近年来我国社会企业迅速发展,各级政府也给予了高度重视。但是,与欧美等发达国家相比,我国社会企业起步较晚,在社会企业自身发展上还存在很大不足。同时,在外部发展环境上,因为社会企业的认可度较低、政府在政策与财政等方面的支持相对不足、相关立法工作滞后,这也成为制约社会企业自身可持续发展和在社会治理中发挥积极作用的不利因素。本文旨在厘清社会企业的内涵,分析研究我国社会企业在社会治理中发挥的作用以及面临的挑战,结合欧美及香港社会企业在自身发展和社会治理方面的先进做法和经验,就如何使我国社会企业在社会治理中发挥更加积极的作用,有针对性地提出可行性对策和建议。本文主要从社会企业自身发展和外部环境的改善两个方面针对我国社会企业发展中存在的问题提出了对策建议。外部环境因素主要是从政府政策支持和外部合作两方面提出建议。在社会企业自身发展方面,从完善社会企业内部治理结构、绩效评价体系建设、培育社会企业家精神和人才队伍建设三个方面提出了促进我国社会企业发展的建议。希望通过促进社会企业自身的发展,来推动其在社会治理中发挥更大的作用。作为社会管理领域中的新生力量,社会企业未来会随着我国政府在社会管理领域中的职能调整而进一步发展,其在扶贫、帮助社会特殊群体就业、教科文卫以及社会公共服务领域中的优势将进一步体现。
[Abstract]:As a new way to solve social problems, social enterprises have been paid more and more attention by the government. Social enterprises are not only different from commercial enterprises for profit, but also different from charity organizations in the traditional sense. It is a kind of enterprise which uses surplus in the social public domain for the purpose of non-profit, and it is economical and social at the same time. In recent years, the social enterprise of our country has developed rapidly, and the governments at all levels have also attached great importance to it. Compared with developed countries such as Europe and the United States, China's social enterprises start late, and there are still many shortcomings in the development of social enterprises themselves. At the same time, in the external development environment, because of the low recognition of social enterprises, The government's support in policy and finance is relatively inadequate, and the relevant legislative work is lagging behind. This also becomes the unfavorable factor that restricts the sustainable development of the social enterprise itself and plays an active role in the social government.The purpose of this paper is to clarify the connotation of the social enterprise. This paper analyzes and studies the role and challenges of Chinese social enterprises in social governance, and combines the advanced practices and experiences of European, American and Hong Kong social enterprises in their own development and social governance. On how to make our social enterprises play a more active role in social governance, In this paper, the author puts forward some countermeasures and suggestions on the problems existing in the development of social enterprises in China from two aspects: the development of social enterprises themselves and the improvement of the external environment. Mainly from the government policy support and external cooperation two aspects of advice. In the development of social enterprises themselves, This paper puts forward some suggestions to promote the development of social enterprises in China from three aspects: perfecting the internal governance structure of social enterprises, building performance evaluation system, cultivating social entrepreneurship and building talents. To promote it to play a greater role in social governance. As a new force in the field of social management, social enterprises will further develop in the future with the adjustment of the functions of our government in the field of social management, and they will help the poor. The advantages in the field of education, education, culture and health and social public services will be further demonstrated by helping social special groups to obtain employment.
