公共服务支出的测算与比较

【摘要】：公共财政支出结构变化是考察政府职能转变的一个重要视角,也是服务型政府评价的一个重要维度。本文将政府公共服务界定为教育、医疗卫生(健康)、社会保障和社区建设发展四项,并从国际、国内两个维度对公共服务支出占比进行了共时和历时性比较。研究表明,中国的公共服务支出在财政总支出中的比重相比欧盟国家和OECD国家较低,医疗卫生和健康支出尤其是短板。同时,中国中央政府公共服务支出占比过低,省以下尤其是基层政府承担了较重的公共服务职能,影响了基本公共服务均等化的实现。
[Abstract]:The change of public expenditure structure is not only an important angle of view to examine the transformation of government functions, but also an important dimension of service-oriented government evaluation. Four items of health care (health care, social security and community building development) are compared, and the proportion of public service expenditure is compared from two dimensions of international and domestic. China's public service spending as a proportion of total fiscal spending is lower than that of EU and OECD countries, and health and health spending is particularly short-lived. Meanwhile, China's central government spends too little on public services. The provincial government, especially the grass-roots government, has assumed a heavy public service function, which has affected the realization of equalization of basic public services.
