我国民生保障实现模式的政治经济学研究——基于历史和现实的双重分析

【摘要】：本文基于政治经济学原理,通过对我国社会民生保障实现模式的历史考察发现,我国有深厚的养民、保民和富民的民生经济思想,历来重视民生保障实现的经济基础,但民生保障的实现模式存在着主体不清、责任不明、保障内容模糊和保障程度不彻底等问题。随着我国经济发展步入新常态,构建科学合理的民生保障实现模式成为当前面临的一个重要课题。本文认为我国民生保障的实现模式可以采用两种方式循序推进:一是政府主责,社会协同,免费保障底线民生;二是政府首责,社会协同,市场参与,免费和付费结合,共建共享底线上民生。
[Abstract]:Based on the principle of political economy and the historical investigation of the mode of social and livelihood security in China, this paper finds that our country has a profound idea of raising people, protecting people and enriching people's livelihood, and has always attached importance to the economic basis for the realization of people's livelihood security. However, there are some problems in the realization mode of livelihood security, such as unclear subject, unclear responsibility, vague security content and incomplete guarantee degree, etc. As China's economic development enters the new normal, Constructing a scientific and reasonable mode of livelihood security has become an important issue. This paper holds that the realization mode of livelihood security in China can be carried forward in sequence in two ways: one is the government's main responsibility, the other is social cooperation. Free protection of the bottom line people's livelihood; second, the first responsibility of the government, social cooperation, market participation, free and paid combination, build and share the bottom line on the people's livelihood.
