论地方政府领导干部政绩考评中的公民参与

【摘要】：公民有序参与地方政府领导干部政绩考评能够有效促进公民社会发展、提升政府公共服务能力和健全相关规章制度。改革开放以来,我国的民主进程步伐加快,公民参与地方政府领导干部政绩考评取得了可喜成绩。然而,由于诸多因素制约,我国地方政府领导干部政绩考评公民参与绩效仍有待提高:公民缺乏参与意识,参与能力不足;社会组织发育不成熟,公民参与缺乏组织依托;政府管理理念和方式不够科学,公民参与领域与范围受限;政策法规不健全,公民参与缺乏制度保障。适应时代变化完善地方政府领导干部政绩考评公民参与动力机制、培训机制、协调机制、监督机制和保障机制,有利于构建公共权力与公民权利之间的合理张力关系,推进国家治理体系和治理能力现代化。
[Abstract]:The orderly participation of citizens in the examination and evaluation of the achievements of local government leading cadres can effectively promote the development of civil society, enhance the ability of the government to serve the public and improve the relevant rules and regulations. Since the reform and opening up, the pace of the democratic process in our country has quickened. Citizens' participation in the evaluation of the political achievements of local government leading cadres has made gratifying achievements. However, due to the constraints of many factors, the performance of citizens' participation in the evaluation of the political achievements of local government leading cadres still needs to be improved: citizens lack the sense of participation, Insufficient participation capacity; immature social organizations, lack of organizational support for citizen participation; inadequate scientific concepts and methods of government management, limited fields and scope of citizen participation; imperfect policies and regulations, The citizen participation lacks the system safeguard, adapts to the time change, consummates the local government leading cadre to evaluate the citizen participation motive mechanism, the training mechanism, the coordination mechanism, the supervision mechanism and the safeguard mechanism, It is helpful to construct the reasonable tension relationship between public power and citizen right and to promote the modernization of national governance system and governance ability.
