【摘要】:近年来,大数据在全世界发展迅速,越来越多国家运用大数据来完善社会治理体系、提升政府服务和监督管理能力。在新一轮行政审批制度改革中,政府强调在行政审批制度中积极融入大数据技术。本文致力于研究如何将大数据运用于行政审批制度改革中。本文分共分为五个部分来进行大数据环境下行政审批制度改革问题研究。第一部分为绪论,主要分析了当前大数据的背景以及大数据应用于行政审批制度改革的现实意义,并通过文献整理分析了当前国内外学者对大数据环境下行政审批制度改革的研究现状。第二部分主要介绍了我国行政审批制度改革的总体发展历程,分为行政审批制度形成与弊端、审批制度改革提出与推进、新一届政府审批制度改革三个历史时期,对每一个时期政府审批制度改革的进度、成效和存在的弊端进行分析,为下文分析大数据环境下行政审批制度改革的困境奠定基础。第三部分着重分析大数据环境下行政审批制度改革的现状及问题。首先介绍了大数据战略的形成和发展,分析大数据战略的特征以及大数据在推进行政审批制度改革中的作用。在大数据战略背景下,从法律制度、数据思维、数据技术、信息安全、审批管理人员、数据共享、审批程序等方面分析了大数据环境下行政审批制度改革的困境。第四部分为广州市网上行政审批制度改革的先进经验。广州市网上行政审批起步早,发展较为成熟。从网上行政审批制度改革的指导思想、原则以及制度创新三个方面,全面总结了广州市网上行政审批的先进经验。第五部分为大数据环境下行政审批制度改革的对策建议。大数据对于推动行政审批制度改革具有很大的作用,因而将积极大数据技术运用于改革中是非常必要的。这部分从健全法律制度、转变传统审批观念、大数据技术研发和管理、建立统一审批系统、构建审批部门的协调机制、大数据政府工作人员的人才保障机制、完善网上审批程序等方面为大数据环境下行政审批制度改革提出对策建议。
[Abstract]:In recent years, big data has developed rapidly all over the world. More and more countries are using big data to perfect the social governance system, to enhance the government's service and supervisory ability. In the new round of reform of the administrative examination and approval system, The government emphasizes the active integration of big data technology into the administrative examination and approval system. This paper is devoted to studying how to apply big data to the reform of the administrative examination and approval system. The first part is introduction. This paper mainly analyzes the background of big data and the practical significance of big data's application in the reform of administrative examination and approval system. The second part mainly introduces the overall development course of the reform of administrative examination and approval system in China, and analyzes the current research status of the reform of administrative examination and approval system under the environment of big data at home and abroad. It is divided into three historical periods: the formation and malpractice of the administrative examination and approval system, the reform of the examination and approval system and the three historical periods of the new government's examination and approval system reform. The progress, effectiveness and drawbacks of the reform of the government's examination and approval system in each period are analyzed. The third part focuses on the analysis of the current situation and problems of the reform of the administrative examination and approval system under the environment of big data. First, it introduces the formation and development of big data strategy. This paper analyzes the characteristics of big data's strategy and its role in promoting the reform of administrative examination and approval system. Under the background of big data's strategy, from the perspective of legal system, data thinking, data technology, information security, examination and approval management personnel, data sharing, This paper analyzes the dilemma of the reform of the administrative examination and approval system under big data's environment from the aspects of examination and approval procedure. 4th is the advanced experience of the reform of the online administrative examination and approval system in Guangzhou. From the three aspects of the guiding ideology, principles and institutional innovation of the reform of the online administrative examination and approval system, This paper summarizes the advanced experience of online administrative examination and approval in Guangzhou. 5th is part of the countermeasures and suggestions for the reform of administrative examination and approval system under big data's environment. Big data plays a great role in promoting the reform of administrative examination and approval system. Therefore, it is very necessary to apply active big data technology to the reform. This part starts from improving the legal system, changing the traditional concept of examination and approval, the research and development and management of big data technology, establishing a unified examination and approval system, and constructing the coordination mechanism of the examination and approval departments. The talent guarantee mechanism of big data government staff and the perfection of online examination and approval procedure are the countermeasures and suggestions for the reform of administrative examination and approval system in the environment of big data.
