京津冀一体化进程中的基本公共服务标准化

【摘要】：京津冀在医疗、教育、社保、交通等基本公共服务上的非均等配置,造成了人口聚集于北京、天津等大城市,进而带来空气污染、教育资源短缺、交通拥堵等"大城市病"。标准化是提升京津冀基本公共服务一体化、均等化水平,促进京津冀协同发展的重要治理工具。解决当前京津冀基本公共服务区域标准不统一、财力不均等问题,需尽快构建统一的区域基本公共服务标准化体系,培育多元主体,强化财力保障与监督问责。
[Abstract]:The unequal allocation of basic public services such as health care, education, social security and transportation in Beijing, Tianjin and Hebei has resulted in a population concentration in large cities such as Beijing and Tianjin, which has resulted in air pollution and a shortage of educational resources. Standardization is an important tool to improve the integration and equalization of basic public services between Beijing, Tianjin and Hebei, and to promote the coordinated development of Beijing, Tianjin and Hebei. It is necessary to construct a unified standardization system of regional basic public service as soon as possible, to cultivate pluralistic subjects and to strengthen financial security and supervision and accountability.
