中国政策组织内部沟通的类型化分析

【摘要】：政策执行往往伴随着政策沟通,而政策沟通最重要的方面之一,则是政府组织内部沟通,即政策从上级传递到下级组织,或者是政策在同一层级组织间流转。中国政策组织内部沟通,大致可以分为正式沟通和非正式沟通,而正式沟通又可归纳为强制型、学习型、被动型和形式型四种类型。随着大数据时代的到来,沟通模式和方式都在发生变化,从趋势上来说,呈现出正式沟通类型逐渐上升,而非正式沟通逐渐减少的特点。
[Abstract]:Policy implementation is often accompanied by policy communication, and one of the most important aspects of policy communication is internal communication within government organizations, that is, the transfer of policies from superior to subordinate organizations. Or the transfer of policies between organizations at the same level. The internal communication of Chinese policy organizations can be roughly divided into formal communication and informal communication, and formal communication can be summed up as mandatory and learning-type. With the arrival of big data's era, the communication mode and mode are all changing. The trend shows that the formal communication type is gradually rising, while the informal communication is gradually decreasing.
