政策注意力争夺:一种减少地方政府政策执行失效的分析思路

【摘要】：政策失效是地方政府政策执行过程中的常见问题。政策注意力作为一种稀缺性资源,是政策主体的精神活动在公共政策上的集中程度。政策注意力不足是地方政府政策执行失效的重要原因。通过提高政策活动主体对政策的关注程度来减少政策失效,实际上是对政策注意力进行争夺。从政策执行机构、执行人员和目标群体的角度提出政策注意力争夺的方法,为政策执行扫除障碍,从而提高地方政府公共政策执行能力。
[Abstract]:Policy failure is a common problem in the process of local government policy implementation. Policy attention as a scarce resource, It is the degree of concentration of the spiritual activities of the policy subject in public policy. The insufficient attention of the policy is the important reason for the failure of the policy implementation of the local government. To reduce the policy failure, the policy failure is reduced by increasing the attention of the policy subject to the policy. From the perspective of policy enforcement agencies, practitioners and target groups, this paper puts forward a method of policy attention contention, which removes obstacles to policy implementation and improves the ability of local governments to implement public policies.
